Quadrant Settles Suit with Fremont Neighborhood Council

Quadrant Corporation has agreed to pay $50,000 and make several changes in its plans for new buildings in Fremont in return for the Fremont Neighborhood Council's (FNC) withdrawal of their lawsuit, which challenges the validity of Quadrant's building permits.
FNC had sued to block the permits, which the city had extended beyond the original expiration dates.
FNC will have "sole discretion" over the funds for use in "traffic, pedestrian, and bicycle improvements and/or for low income housing purposes in the immediate vicinity of Quadrant Lake Union Center."
Other features of the agreement dated June 21, 1999 provide:
1. Quadrant will modify the design of the Lake View, Waterside and Park View Buildings, which are planned for the property between the Ship Canal and North 34th Street, west of the Fremont Bridge. They will not alter exterior design of the buildings without giving notice to FNC.
2. Quadrant will re-design the mechanical penthouses for the Evanston, Canal View, Lake View, Waterside and Park View buildings so that they are compatible with the color and design of the buildings. Quadrant will consult with the FNC prior to finalizing the design of the penthouses.
3. Quadrant agrees to assume maintenance of the tree colonnade on the Ship Canal next to Quadrant Lake Union Center.
4. Quadrant agrees to support implementation of the parking and circulation measures on streets adjacent to the Quadrant Lake Union Center as recommended by the Fremont Urban Neighborhood Coalition neighborhood planning effort and adopted by the city.
5. The Evanston ramp will be open only to inbound (south bound) traffic.
6. Quadrant will not change the existing curb alignment on North 34th Street east of Evanston.
Quadrant and FNC officials had not returned phone calls from The Seattle Press at press time. But property owner Suzie Burke, who leases the land to Quadrant, said, "It's good for everybody to have this settled. I don't make one dime more whether they build or don't build. But I'm really glad to see this going forward."
