Get Out of Jail Free--Sort Of

The King County Council approved the Adult Justice Operational Master Plan. The resolution will look at increasing efficiency within the criminal justice system. Specifically, it will seek out effective programs as alternatives to incarceration.
Most people in county facilities spend less than three days in prison, and they are incarcerated only because the courts currently have no other options for detention. Each day a person is in jail costs the state $80. However, at least one-third of the 3,000 people who comprise the daily average jail population do not pose any threat to society. The new plan will be used to reduce the need to send people to jail, as well as requiring those whose crimes are related to drugs and alcohol to seek treatment.
The plan began three years ago, as the council garnered input from local law-and-justice agencies, as well as national experts. The law and justice agencies constitute 68 percent of the county's expense budget.
