STATE REPRESENTATIVE Ed Murray (D-Seattle) proposed a 3-cent gas tax increase to fund a transportation-improvement package for Washington. Gov. Gary Locke submitted a roads and transit plan that calls for a gas-tax increase of four cents. The Senate, in the meantime, proposed a one-time 5-cent increase. The plans differ in their mix of highways and non-highway dollar, which include transit, passenger rail, freight mobility and ferries.
